The mob is the main villain/antagonist of the movie. Batman, Harvey Dent, and the Joker are the protagonists in conflict with the mob. Of course Batman is more of the focus than Dent or Joker. But we get all 3 of their views/actions in regard to fighting the mob. And of course those 3 are in conflict with each other about how to best handle the conflict with the mob. But yeah, I think it's entirely legitimate to view it as a mob movie. It's a huge driver of the plot and the themes.
