It's in the office building in Bern where Bond photocopies documents (no jewels there) pertaining to Blofeld's masquerade as Count de Bleuchamp, while enjoying some literature at the same time.

Yeah, that was largely luck.  I was lining up other old offices in my mind to guess.

 

Oh, it was docs.  I didn't remember that.  In my memory he was getting jewels out of a safe.  I thought the construction crane thing was pretty clever.
