Is there a limited number of spots for platinum membership?

I'm a little confused as to how I can submit a Group Buy request. Is there an online form I can fill in?

I usually order my PS4 limited edition pre-orders from Amazon and they usually ship to freight forwarders without issues. But with COVID lockdowns going on around the world, Amazon is no longer selling The Last of Us Part 2 limited editions, so I'll have to resort to buying from Best Buy, Walmart, or the Playstation store, all of which don't ship to freight forwarders.
