Is this the same as the one that was shipped out end of last year?

No it's not the same. The release last year was a Blufans Exclusive Release with a WEA-Steelbook. This one is the OAB-Edition with the WWA-Steelbook. @bungral

Assumed it couldn't be the case but missed the OAB part.  Seems odd to do the OAB so soon after their other release.

OAB stands for Only at Blufans

WEA is for World Exclusive Artwork (Exclusive to one company)

WWA means Worldwide Artwork (used in all markets)

That'd be too bad. I was looking forward to seeing what they'd come up with for the slip. The WEA sets were okay, but I feel like there's still room for something better.

At this time there is no official news of any cancellation .  Some titles take a while for all approval stages . 

 

Im SURE this is still on the table.

Only time can tell 😅. At the moment nothing will happen, but as long as they don't use this Number for another release we have a small chance.
